STRATEGIC OBJECTIVES, FUNCTIONS, AND MANDATES

Saigon Zoo And Botanical Gardens One-Member Limited Liability Company

Pursuant to Decision No. 4806/QĐ-UBND issued by the Ho Chi Minh City People’s Committee on October 20, 2023, regarding the Charter on the Organization and Operation of Saigon Zoo and Botanical Gardens One Member Limited Liability Company.

1. Strategic Development Objectives

a) To develop Saigon Zoo and Botanical Gardens One Member Limited Liability Company into an organization with a modern working environment, advanced management capacity, and effective application of science and technology in management and business operations related to zoo and botanical garden services.

b) To preserve, safeguard, and promote the traditional values of Saigon Zoo and Botanical Gardens, thereby contributing to public communication and education aimed at raising community awareness of environmental protection and nature conservation, particularly in relation to the preservation and restoration of natural assets, architectural landscapes, and the scientific and cultural heritage handed down by previous generations.

Saigon Zoo and Botanical Gardens shall continue to be developed as:

  • A historic zoo, worthy of its status as one of the oldest zoos in the world and an attractive destination for both domestic and international visitors.
  • A diverse and valuable botanical garden, serving as an important green lung of the City, a center for the conservation, breeding, and development of wild fauna and flora, and a foundation for wildlife reintroduction programs, thereby contributing to ecological balance, environmental protection, and biodiversity conservation.
  • A national center for scientific research and wildlife rescue, playing an important role in directing and implementing wildlife rescue and reintroduction activities.
  • A leading institution in wildlife and plant conservation and breeding, responsible for developing and managing standards, criteria, care protocols, and enclosure design, while also serving as a center for technical training and professional guidance in animal and plant care for zoos and households.
  • An educational center, working in partnership with the education sector to provide practical knowledge for pupils and students; a living museum and a resource-rich site for scientists, pupils, and students to conduct research and study; and a cultural, recreational, and entertainment destination serving the needs of the people of Ho Chi Minh City as well as the wider public nationwide.

c) To develop the Company not only as a leading botanical garden, zoological garden, and nature conservation institution in Vietnam, but also as an organization that increasingly strengthens its standing internationally.

Saigon Zoo and Botanical Gardens shall continue to promote the following areas of activity:

  • Building a team of highly qualified technical personnel capable of meeting the Company’s development needs in the new context.
  • Strengthening scientific research in support of the conservation of rare and endangered fauna and flora.
  • Enhancing wildlife rescue operations and reintroduction activities.

2. Functions and Duties

a) The Company is entrusted by the State with the management and use of capital and assets, as well as land allocated or leased to it, and is responsible for developing long-term strategies to ensure effective utilization and sustainable growth.

b) To carry out functions related to conservation, breeding, development, and scientific research concerning animals and plants, and to organize wildlife rescue and reintroduction activities.

This includes:

  • Developing the Zoo and Botanical Gardens as a tourism destination that meets the recreational and leisure needs of the people of Ho Chi Minh City in particular and the country as a whole.
  • Building a substantial resource base of animals and plants for study and scientific research, and organizing practical teaching, extracurricular programs, and technical training for pupils, students, and organizations with relevant needs.

c) To directly conduct business in its principal lines of business, including:

  • Investing in and organizing zoo and botanical garden entertainment services.
  • Providing visitor services and guided tours, and organizing educational activities on the conservation of rare fauna and flora for pupils, students, and visitors.
  • Maintaining, repairing, and developing enclosures and zoo infrastructure systems.
  • Conducting scientific research to support the care, development, breeding, and conservation of rare fauna and flora.
  • Organizing the husbandry, care, and development of animal species; cultivating and maintaining trees, ornamental plants, and flowers for the development of the zoo, green spaces, and ornamental landscapes.
  • Providing consultancy and implementation services for exterior decoration, mini landscapes, and gardens.
  • Carrying out other business activities related to zoo and botanical garden services.

d) To exercise the rights and perform the obligations of the owner’s representative agency, member, or shareholder in member enterprises.

e) To perform other tasks directly assigned by the State.

f) To play the central role in leading, managing, and directing the activities of affiliated units in accordance with the law and this Charter, with a view to achieving the highest overall effectiveness for the Company.
